The Changes will take effect Monday May 25, 2012. Our website will also be updated to reflect these changes on this date. May 1, 2012 To: EMS Agencies From Joseph Bigar Jr.-Director Ref: Dispatch Procedure Changes Two dispatch procedure changes will take effect Monday, May 25th, 2012 that will impact your agency. These changes are being made in the interest of Patient Care and continuity of Dispatch. The two procedure changes involve "Extra Crew Tones" and "EMS Call Turn Over". The changes are as follows: Career Service Paging Policy SOP# EMS 6-03 will now read: • When paging a career service for calls and all available crews are engaged, at the request of a service member, the dispatcher will activate the extra crew tones and the crew due will be announced. Ex. "Station tone, Extra crew tone activation, Clearfield County Medic 1, 4th crew due for chest pain, Mountain Laurel, 700 Leonard Street, Lawrence Township, 13:51" If an already committed unit becomes available and takes the call, the off extra crew tone will be activated and the dispatcher will announce to cancel and advise what unit is handling Ex: "Clearfield County Medic 1, 4th crew may cancel, call being handled by Medic 1-53". This policy change requires that the EMS Agency must request the extra crew tones. This center does not have each agency's staffing levels or shift roster to definitively know on a daily bases when to activate "Extra Crew Tones". It will be the EMS agency's responsibility to notify this center when to activate these tones. EMS Call Turn Over Procedure SOP# EMS 6-07 Will now read: • At four (4) minutes, if a service has not advised that a full crew is available to respond, the call will be turned over to the next closest service. This refers to the next closest service to the location of the incident. This change requires EMS agencies to "Crew UP" in the first four (4) minutes after initial dispatch. Crew members must notify this center via telephone or radio communication they are responding to station. When a full crew has notified the center the call will not be turned over. However, if a full crew has not notified this center within four (4) minutes the call will be turned over. This change is being made to get our patients the help they are requesting as expeditiously as possible. Basically you just need to advise this center you are responding to station within the four minute mark. Initial testing did not give us a clean CFS that was user friendly. Changes are being made to the program to give information that is easy to read and not cluttered with information that would be difficult to read in response scenarios. We are adjusting a few other features to make the system functional. One example would be when you touch the "out of Service" icon it transmits the unit to out of service. We are attempting to modify this to ask the question "are you sure you want to go out of service?" and then confirm you do wish to go out of service. Work is being done to correct this issue along with some other issues. We are working to rectify these issues to make this system work when unveiled. Participants attending this training should be able to: Establish a human connection in a non-intrusive, compassionate manner. Offer practical assistance and information to help survivors address immediate needs/concerns. Connect survivors as soon as possible to social support networks (family/friends/ resources). Update I do understand you are all anxious about the extended time line this project has taken on. I appreciate your patience with this project but bear with us a little longer so we may bring this project to completion. I did inherit this project in September of 2011 and we had some very short deadlines with a lot of work that needed done to meet and satisfy grant requirements by October of 2011. Meeting this requirement brought us up to the 50% mark of the total project with much more work, meetings, planning and conferences to be done. Jeremy Ruffner took on the task of bringing everything together for this project and did an excellent job working with a compressed time schedule. Presently the software is being tweaked to meet end user requirements and blend into our system seamlessly. Jeremy is still focused on this project and is working diligently to bring this to fruition. We plan to install the Software, Modem and Radio sometime in February or March if everything stays on course. We will then begin the training on this equipment in groups using Chief Officers or Line officers from each station. These 2 or 3 "Trainers" will then be tasked with having classes at their respective stations to educate the general membership of each organization. Again, these time lines are not set in stone! We will not roll out a product that is inferior or not user friendly just to satisfy a deadline. Our goal is to roll out a product that is complete and does not frustrate the end users. I would like to take this opportunity to introduce myself and update you on upcoming events that I see on the horizon that will be of some importance. I have been involved in the Fire Service for 35 plus years and held numerous line officer positions including Fire Chief of the DuBois City Fire Department. I have resided in DuBois for most of my life along with my Wife and two children. I have been fortunate to have a family that has endured the hardships we present to them in our duties as First Responders. I wish to thank my family and each of your spouses and family for the sacrifices they make for all of us to be First Responders. I would also like to welcome newly appointed EMA Deputy Scott Mignot to our Staff. Deputy Mignot comes to us being Deputy Warden at the Clearfield County Jail. Deputy Mignot also has a distinguished Military career serving as a U.S. Army Ranger serving in both Iraq and Afghanistan. He and his wife Irina live in the Allport area. FIRE ROSTER UPDATES - I have been reviewing the information we have in our contacts list and have found that much of it is not up to date. Rosters have not been updated for some time in many cases. This is an important tool that helps us to help you perform your duties. I understand that the New Year is fast approaching and many changes will take place. I must insist that you update these rosters now and again in January when any changes take place. Therefore, effective immediately we will not provide non emergency services, i.e.; Fire box changes, request for lost CFS, announcements or recordings unless your roster is up to date. We will continue to provide faxed CFS after incidents. Again this is important information we should have and I look forward to your cooperation in correcting this issue. You may acquire the roster form here on the clearfield911.com website. The roster is located on the fire tab-Company Information-Station Roster. Simply print the roster, fill it out, fax or mail to the Emergency Services Center Attention Deputy Mignot. FCC NARROWBANDING MANDATE - What is it and how it affects you. What is it? - On February 14, 1997 the FCC would not grant applications unless the equipment has the capability of operating on a channel bandwidth of 12.5 kHz or less. Currently many radio systems operate on a 25 KHz and must be cut in half to 12.5 KHz or less. Some of our channels currently operate in this range and must be reduced to 12.5 kHz by January 1, 2013. Frequencies that will be affected are fire dispatch channel, Med 9 and both Med Patches. Affects on you- It will be necessary for The 911 center to convert our infrastructure from 25 kHz to 12.5 kHz and all of you to convert your portables and mobiles from 25 kHz to 12.5 kHz. It would be impossible to convert the entire county in one day and it may take weeks or months to get them all converted. If we convert and you don't we will lose communications with you and if you convert before us we will still have lost communications. The possibility exists that one being on 25khz and one being on 12.5 kHz could still communicate but with a very reduced decibel level and a "Tin Can" sound. This is a huge safety risk none of us wish to take. So, how do we make the switch? I believe it would be prudent to have the narrow band programmed into all radios and leaving the wider 25 kHz operating until all radios in the county are programmed dual band. Once everything is programmed for the 12.5 kHz we can establish a date and time we will all switch over at the same time. I give you this information in advance so you may make budget plans for the costs you will incur to change your equipment. Please plan for this expense next year and possibly using your state grant money. A rough cost would be about $800.00 a station if we get a plan to have multiple stations in one regional area to bring all their equipment to a collection point at scheduled times. Nothing is concrete at this time including the cost so be prepared. We may also have to go back in 2013 and have all the 25 kHz channels removed. I am presently working with Centre Communications on an alternate plan but testing is ongoing. Regardless of the plan we use, reprogramming will most likely need to be done. Plans have been in place to limit the impact of a disease outbreak for sometime. This has been an ongoing process of information exchange, training and preparation for the County and its partners. We are continuing to work with the municipalities, hospitals, first responders, schools, daycares and other agencies to insure the preparation for this event. Human cases of swine influenza A (H1N1) virus infection have been identified in the United States and internationally. Federal health officials have determined that this swine influenza A (H1N1) virus is contagious, but it is not known how easily the virus spreads between people. The symptoms of H1N1 flu in people are similar to the symptoms of regular seasonal flu and include fever, cough, sore throat, body aches, headache, chills and fatigue. Some people have reported diarrhea and vomiting associated with H1N1 flu. Health officials are concerned about a new flu virus of swine origin spreading from person to person. To help fight swine flu, cover your nose and mouth with a tissue when you cough or sneeze, then throw the tissue away. Wash your hands often with soap and water, especially after coughing or sneezing. Stay home if you're sick and limit contact with others to keep from infecting them.
